Travel health insurance for Europe

Does Europe’s public healthcare cover visitors?
Do not assume a country’s public healthcare system makes treatment free for a U.S. visitor. The CDC notes that national healthcare systems may not cover noncitizens and that travelers may need to pay for care themselves. Read the CDC’s travel insurance guidance.
Before comparing a new policy, ask your current insurer about the countries you will visit. Use our health coverage checklist to record its answers.
Questions for a multi-country trip
- Every stop: are all destinations included, including stopovers and side trips?
- Every day: what happens if a delay changes your return date?
- Getting help: which assistance number should you use from each country?
- Paying for care: what documentation is needed if a clinic requests payment?
- Activities: what restrictions apply to skiing, cycling, hiking, or other planned excursions?
- Transportation: what are the conditions for medical evacuation and where may it take you?
For example, on a Paris–Rome–Athens itinerary, list all three countries when discussing coverage. If you add a cruise or a ski weekend, ask about it specifically. These are planning examples, not statements that a particular plan covers those activities.
Check visa requirements separately
The European Commission lists medical insurance among the documents required for a Schengen visa application. Whether you need that visa depends on your circumstances; the requirement is not a blanket statement about every traveler visiting Europe. Check the Commission’s Schengen visa guidance.
Confirm current entry and insurance-document requirements with the relevant consulate. If a certificate is needed, ask the insurer to confirm that the exact policy and certificate meet those requirements before you purchase. This guide does not certify any plan as visa-compliant.
Put medical care and booking costs on separate lists
Make one list of questions about getting medical care and another about prepaid flights, hotels, tours, or cruises. This helps you explain what you want to protect without treating all travel insurance as interchangeable.
